Does Indian justice system need ancient Latin phrases?

Is justice only possible with ancient latin phrases? Legal expressions like “quo warranto” remind you of childish Harry Potter magic-spells like “Excrucio” and “Expecto Patronum”.
Isn’t it possible to help the common man say the same thing in simple English, Hindi & local languages?
Heavy court language bedazzles the common man, making him dependent on lawyers. It also allows judges to give self-contradictory and arbitrary orders & judgments, and tell the common man, “You won’t understand. Don’t ever try!”
